Special Budget Session House Concurrent Resolution 2001 is a ballot question for the voters of Arizona. If voters approve in November, the state would be allow to take the tobacco tax dollars designated for the First Things First program and use if for other purposes. First Things First was approved by Arizona voters in 2006.
