House Bill 2442 prohibits any state agency from regulating the emission of greenhouse gases without specific permission from the legislature. The proposal has 40 sponsors in the House and Senate including a number from Pima County including Senator Al Melvin (R), Frank Antenori (R), and Representative David Gowan (R). The proposal came at the same time as Governor Jan Brewer (R) reduced Arizona’s participation in the Western Climate Initiative.
The full House approved HB 2442 on February 16, 2010 on a 35-23 vote.
