House Bill 2035 allows counties to enter into agreements with local universities in order to make special taxing districts around the university. The money collected in those special taxing districts are designated to help the local university pay for improvements to existing athletic facilities or build new facilities. The taxing district cannot go beyond the border of the property owned by the university.
